How much does a recruitment agency cost in the UAE?

How recruitment agency fees work in the UAE: the main fee models, what affects the price, who pays, and the questions to ask before you sign.

· NextGen HR team

In the UAE, recruitment agency fees are paid by the employer, never by the candidate. The cost depends on the fee model the agency uses, the seniority of the role and how hard it is to fill. Most agencies charge either a fee when you hire, an upfront retainer for senior searches, or a fixed price agreed in advance.

There is no single standard price, so the best way to compare agencies is to understand how each one charges and what is included.

Who pays the recruitment fee?

The employer pays. UAE labour law, Federal Decree-Law No. 33 of 2021, states that employers may not charge workers recruitment or employment fees, directly or indirectly. An agency that asks candidates for money is a red flag. We explain this in Do job seekers pay recruitment agencies in the UAE?

The main fee models

Success fee (contingency)

You pay only when you hire a candidate the agency introduced. This is the most common model for junior and mid-level roles. The fee is usually calculated on the new hire's salary or agreed as a fixed amount per hire.

Retained search

You pay part of the fee upfront to start the search, with the rest due at agreed stages or on hiring. This model is common for senior and executive roles, where the search is longer and more confidential. In return, the agency commits dedicated time to your role.

Fixed fee or volume pricing

For several similar roles, such as a team of sales staff or skilled workers, agencies often agree a fixed price per hire or a package price. This makes costs predictable when you are hiring at scale.

What affects the cost

  • Seniority: senior and specialist roles take longer to fill and usually cost more.
  • How scarce the skills are: niche skills and roles that need specific UAE experience take more searching.
  • Number of hires: hiring several people for similar roles often lowers the cost per hire.
  • Urgency: tight deadlines need more of the agency's time.
  • Exclusivity: giving one agency your role exclusively can mean a better rate and more focus.

Other costs of hiring in the UAE

The agency fee is not the only cost. Under UAE labour law, the employer also covers costs such as the work permit and residence visa. Budget for these alongside the agency fee, and check the current government fees with the relevant authorities.

Questions to ask before you sign

  1. Which fee model do you use, and how is the fee calculated?
  2. When is payment due, and is anything payable before a hire?
  3. What is included: advertising, screening, interviews, experience checks?
  4. Is there a replacement or refund if the new hire leaves within an agreed period?
  5. Are there any extra costs I should expect?

Ask for every answer in writing, so there are no surprises when you make a hire.

Is a recruitment agency worth the cost?

A good agency saves the time your team would spend writing adverts, sorting CVs and running first interviews. More importantly, it reduces the risk of a wrong hire, which can cost far more than any fee in lost time, rehiring and lost business. For roles that are hard to fill, senior, or urgent, an agency is usually worth it.
